Abstract
Shifting public sentiment and the fiscal challenges of maintaining the world’s highest incarceration rate are leading U.S. states to explore new options for decarcerating. One of the principal strategies being used in Oregon and many other states are a series of policies and programs that fall under the banner of Justice Reinvestment. Justice Reinvestment incentivized counties to keep offenders under local supervision as opposed to transferring them to state facilities. Oregon’s Justice Reinvestment Initiative (JRI), originated by HB 3194, seeks to “spend resources more effectively with the goals of reducing recidivism, decreasing prison use, protecting the public, and holding offenders accountable.”
